WHAT IS THE WALNUT STREET IMPROVEMENT PROJECT?

The project to improve Walnut Street involves rehabilitation of the pavement, curbs and gutters, and south sidewalk, along with replacing the north sidewalk with a multi-use trail.

Walnut Street is a 4-lane, east/west roadway with adjacent sidewalks connecting Evansville's downtown at Martin Luther King, Jr., Boulevard (MLK) to Evansville's east side and the park system at Vann Avenue. The project corridor is approximately 3.1 miles and is a major route for Metropolitan Evansville Transit System (METS).

This project is identified as a "road diet project" reducing the number of vehicular traffic lanes from four to three, with one east-bound lane, one west-bound lane, and a center 2-way left turn lane.

Walnut and Harlan Streets street signA new storm sewer system will be included, along with the introduction of green infrastructure treatments to separate storm water from portions of the project that have combined storm and wastewater systems.

Preliminary engineering started Spring of 2018 and construction is currently scheduled to begin in 2020. In the meantime, as the City of Evansville makes decisions on transportation improvement projects like this one, it will integrate:

  • Input from the public
  • Input from other local government agencies
  • Input from resource agencies
    • Federal and state agencies responsible for environmental resources
      • Water resources
      • Historic resources
      • Air quality
      • Endangered species
  • The City's own assessment of transportation needs, costs, funding availability, and engineering constraints

INVOLVING THE COMMUNITY

The City of Evansville recognizes that the involvement of citizens is essential to the success of any transportation project. When providing transportation facilities and services to best meet the City's transportation challenges, the City understands the importance of involving the public in information exchange

The City supports the Indiana Department of Transportation (INDOT) police in its Local Public Agency's Project Development Process (PDP) to promote public involvement opportunities and information exchange activities regarding:

  • Planning
  • Developing
  • Designing
  • Construction
  • Operations
  • Maintenance of transportation projects

The public involvement procedures associated with the Walnut Street Improvement Project will provide opportunities for early and continuing involvement of the public in:

  • Developing transportation plans, programs, and projects
  • Providing complete public information, timely public notice, and public access to key decisions

  • INDOT Central Office
  • Evansville Metropolitan Planning Organization (EMPO)
  • Lochmueller Group consulting team

The Project Management Team will manage the overall Walnut Street Improvement Project relative to:

  • Interpretations of scope and products
  • Achieving the project schedule milestones
  • Resolving project issues
  • Implementing agency and public involvement activities
  • Coordinating with the City of Evansville and other members of the project team
